If there is just one civilization per galaxy, that's still billions of civilizations.

The great filter is war/technology. At some point there will be a weapon ( bioweapon most likeky) so powerful that any SINGLE person or group could destroy most of civilization. This tech may become so common that millions of people can access it.
Then one disturbed or hostile person will eventually use it.

I wonder where things like the Tsar bomba strong enough to be seen from far away? Properly not in visible light but maybe on heat or radio sensors?
