You need to either stop having slave labor or (related) have such a low population that the cost of labor is so high that mechanical work is cost effective vs human work

What if Trumps plan is to atleast get a station on the moon so he will know people will go there when he leaves office, if theres a station there to maintain they`ll go.

Terraforming, as such, would be a horrible waste of resources. closed habitats are a better solution both short- and long-term. Mostly because it wouldn't stay terraformed.
